About our speaker

Col. John T. "Jack" Manclark, USAF (Ret.)

John T. Manclark, a member of the Senior Executive Service, is Director of Test and Evaluation, Headquarters U.S. Air Force, Washington, D.C. He is responsible for all policy, resources and oversight of developmental and operational testing, and is the focal point for foreign materiel acquisition and exploitation.

Mr. Manclark entered the Air Force and was commissioned in 1969 through Officer Training School at Lackland Air Force Base, Texas. He completed undergraduate pilot training in 1970 and numerous tours in tactical aviation as a flight commander and operations officer. Mr. Manclark later served as Commander of the 4477th Test and Evaluation Squadron. He completed two staff tours, first as Chief of Aircrew Assignments at Headquarters Tactical Air Command, and later as Chief of the Policy and Programs Division within the Directorate of Test and Evaluation at Air Force headquarters. Mr. Manclark retired from active duty as a colonel in 1994 and entered the Senior Executive Service in 1995.

Col. James G. "Snake" Clark, USAF (Ret.)

Mr. Clark entered the Air Force and was 
commissioned in 1973 through the Catholic 
University of America ROTC program. 
He completed undergraduate pilot training 
in 1974. He holds a senior air weapons controller 
rating. Mr. Clark has served in a variety of 
operational and staff positions in Europe, South 
Korea and at the Pentagon. He is one of the Defense Department's leading experts in the 
fields of mission planning, commercial imagery, 
UAV applications, and computer modeling and 
simulations.He invented the world's first 
deployable  commercial imagery downlink 
system -- Eagle Vision. Mr. Clark also developed 
and fielded the Remotely Operated Video 
Enhanced Receiver (ROVER), which became 
the number one consumer of RPA video. In 
addition, he has contributed to the Falcon 
View mission planning tool, a component of geospatial awareness across the DOD. 
Mr. Clark retired from active duty in the rank of colonel in 2001. He was designated 
a Senior Leader in 2001, and was appointed to the Senior Executive Service in 2009.
